WHO ARE THESE Property Data Collectors ANYWAY?

There was a lot of concern about Property Data Collectors (PDCs) from appraisers and agents alike. The concern was that these people were essentially unlicensed, untrained, uber drivers. Anecdotes about convicted felons traipsing through someone’s house was alarming. While appraisers are able to become property data collectors, the sting of creating a new class of people that directly impacted a part of the appraiser’s job left a bad taste in many appraisers’ mouths. Furthermore, a recent survey by the NAR (National Association of Realtors) shows the lack of trust in the information collected by PDCs even when a majority of PDCs are agents and brokers. The GSEs and PDC companies have said that PDCs have to be trained and background checked, but no one has given a clear indication of what the training looks like, who gives the training, and what the qualifications are of the person giving the training. Would the conversation change if the majority of PDCs were also appraisers?
